You must then define the strategies to ensure that every decision made in terms of personal finance management is backed by real experience and a desire to improve their financial prospects in the medium to long term.

What is amazing is that people fall into the same traps that his predecessors have fallen, as if there was nothing to learn throughout the process. It is also a unique feature of personal finance have the opportunity to improve past behavior. If there is a problem with personal finance management that occurs again in our life we must make sure that this time we will take the right decision, based on past experience. Not many things in life that can offer this type of opportunity.

The most basic principle that will determine success in the management of personal finances is the ability of people to control revenues and expenditures. These two variables should be approximately equal to stay in a neutral financial position. The idea is that income is greater than the expense and the person may start having some surplus that can be allocated to savings and you can invest at a later stage. Most people who fall into problems in the management of their Personal finances often spend more than they earn. To make matters worse they might decide to borrow money to cover shortfalls that have occurred in your personal budget. So poor an income stream combined with rising debt trap can reach the person completely.

Debt is one of the main problems for the management of personal finances, there are a multitude of financial companies that offer credit cards and various types of loans with really simple requirements, we know that these can charge very high interest rates and change the conditions thereof, causing it to lose control of debts.

Managing personal finances is one of those areas that need focus and discipline to reach the proposed goals and targets. The alternative is a debt burden is unsustainable. Two important attitudes for managing personal finances are spending responsibility and commitment to reach our financial goals.

The story of the Dutch general election last month is a tale in two dramatic chapters. The first, of polls predicting a historic collapse of the political centre, and the second of the campaign itself, in which one pillar of the political centre ? the Dutch Labour party, the PvdA ? overcame an existential threat of defeat.

The PvdA risked being overtaken by its main competitor, the deradicalised Socialist party. That would have been a disaster for the PvdA, standard-bearer of Dutch social democracy for more than 100 years. August polls pointed to a neck-and-neck contest between the anti-neoliberal, Eurosceptic Socialists and the conservative-liberal party of incumbent premier Mark Rutte, the VVD.

But in the event the dynamics of daily polling, television debates and social media pressure produced a two-horse race never seen before in Dutch politics. This was in part due to ?comeback kid? PvdA leader Diederik Samsom who surprised everyone with his strong performances in the debates by telling ?the honest, complex, hard story? about the dilemmas the Netherlands is facing, from the euro crisis, to demographic shifts and the cost-of-care explosion.

Emile Roemer, his Socialist counterpart, performed badly and failed the test. In the last week of the campaign this drove strategic voting to the max and ate away at smaller parties? vote share. The campaign again revealed the extreme volatility of the Dutch voter: up to two days before the election some 40 per cent of the electorate was reported not to know who to vote for. On polling day, the Socialists retained their 15 seats; the leftwing party GroenLinks lost seven of its 10 seats; the far-right Freedom party dropped nine to 15. The VVD ended up with 41 seats and Labour with 38.

This election was not so much a referendum on Europe, but focused on the type of European crisis management and policy choices needed to reduce the deficit and get the economy back on track, as well as the future of the welfare state. Within the limits of this broad technocratic financial consensus, the choice that emerged was either to stay on the conservative-liberal track or to switch to the social democratic one. But by backing the main two centrist parties, the Dutch opted for both alike and signalled the pragmatic embrace of a more pro-European position.

The Netherlands has become a laboratory of electoral volatility, political fragmentation and the rise of populism. Under the pressures of globalisation, detraditionalisation and post-industrialism, the postwar stability of the Christian democratic and social democratic pillars of the political system eroded. New political entrepreneurs, exploiting the tensions and fears of a changing society, jumped into the political vacuum. Pim Fortuyn and Geert Wilders became household names even beyond our borders in the debate about the vulnerability of European politics.

Some now speak of the end of the populist era which was heralded by Fortuyn?s rise, and which was blamed by some on the third way-esque purple coalition of Wim Kok which blurred the left-right divide. Now that era may end with a new purple coalition as the PvdA and the VVD looks set to go into government together. Time will tell if it presages a wider return of the European voter to traditional parties.

BALTIMORE (AP) - Chris Tillman already has more wins in 2012 than the combined total over his first three years in the big leagues.

That might come as a shock, except nothing the Baltimore Orioles do this season is all that surprising anymore.

Tillman pitched eight innings of one-hit ball, Ryan Flaherty hit his first career grand slam and the Orioles beat the Boston Red Sox 9-1 on Friday night remain a game out of first place in the AL East.

Chris Davis hit a two-run homer as the Orioles kept pace with the division-leading Yankees, who beat Toronto 11-4. Baltimore also tightened its grip on the top AL wild-card spot.

Tillman (9-2) gave up a bunt single to leadoff hitter Scott Podsednik, then allowed only two walks the rest of the way in his longest outing since July 4. The right-hander retired the final 14 batters he faced, and the only run he allowed was unearned.

Tillman came to spring training with a 7-15 lifetime record. Although he pitched well in camp, he began the season with Triple-A Norfolk and remained there until July. In his last 12 starts, the 24-year-old is 8-1 with a 3.00 ERA and has become one of the most effective starters on the staff.

"He's one win away from winning 10 games, but we hopefully have bigger fish to fry," manager Buck Showalter said. "He keeps putting himself in a position to be worthy of getting the ball."

Said Tillman: "I feel like I'm confident in my delivery, and when you have confidence in that, things will play out well for you. I just got to take it pitch-by-pitch and not get too worried about the next inning or the next game. One step at a time."

Troy Patton worked the ninth to complete the one-hitter.

It was the 90th win for the Orioles, who went 69-93 last season. If Baltimore wins three of its last five games it will make the postseason, regardless of how the other contenders fare.

Boston has lost 14 of 20. Starter Aaron Cook (4-11) went one-plus innings, allowing six runs, five hits and three walks. Only 18 of his 42 pitches were strikes.

"I wasn't making pitches. I was behind, and when I did come in there they hit balls over the fence," Cook said.

Asked what he might have done differently to be successful, Cook replied, "Not walk (anyone) and not give up hits."

Flaherty, a Rule 5 rookie, became the latest in a long line of heroes during the Orioles' improbable season. He was batting .225 with five homers and 14 RBIs in 72 games before connecting to cap a six-run first inning that included a two-run drive by Davis.

Flaherty also doubled in a run in the fifth. The five RBIs were two more than his previous career high, and it was only the third time he drove in more than one run in a game.

"Yeah, it seems like every night it's someone new," Flaherty said. "Whether it is a pitcher, a hitter, a play in the field, something. We'll keep riding it."

Baltimore has hit nine homers in its last two games and has 122 at home, eclipsing the season record of 121 set in 1996.

In addition, the Orioles reached a positive run differential - 697-690 - for the first time since June 24.

Boston scored an unearned run in the first inning. Podsednik bunted to the right side and reached second when Flaherty's throw went wide of first baseman Mark Reynolds. Two batters later, Dustin Pedroia hit a sacrifice fly.

In the bottom half, Nate McLouth singled on Cook's first pitch and Davis hit a drive into the seats in right. After two singles and a walk loaded the bases, Flaherty sent a 2-1 breaking ball deep into the night for a 6-1 lead.

Successive doubles by Reynolds, Manny Machado and Flaherty, along with an RBI single by Taylor Teagarden, made it 9-1 in the fifth.

German power group offers strategic capacity reserve

FRANKFURT (Reuters) - Germany's power industry on Thursday proposed offering reserve capacity to help the country in tight supply situations after it switched off large parts of its nuclear generation capacity following last year's Fukushima nuclear accident in Japan.

The bid by industry lobby BDEW was pre-emptive, to try and avoid state intervention, it said in a statement.

Germany's 500-terawatt-hours-a-year power sector serves a highly industrialized economy which cannot function without stable electricity supply.

"BDEW demands to give preference to a strategic reserve as an instrument, over rigid intervention planned by the authorities," it said.

"Our aim is to propose market-based, competitive rules which make the currently discussed legislation unnecessary."

The essence of the BDEW suggestion is for additional capacity requirements to be put to auction.

This way, operators of unprofitable power capacity could commit to keeping it open for two-year periods during which they could rev up the plants at short notice, but would not be allowed to produce any power for the regular wholesale market.

BDEW said this plan would be transparent and in line with market mechanisms.

The government for its part aims to mandate provision of power in regions where supply may be shaky at times, especially in the south of the country, where most of the 8.4 gigawatt (GW) reactor capacity shut in 2011 was based.

The government also envisages forcing plants there to stay open beyond a profitable life cycle, to act as a buffer.

A meeting hosted by Chancellor Angela Merkel in May identified a power gap equivalent to the output of up to 15 plants by 2020, due to the accelerated nuclear switch-offs and an increasing reliance on renewable power.

As problems could arise as early as the coming winter, when demand is high and renewable power production from solar panels and wind turbines can vary wildly depending on the weather, the energy regulator is pulling together reserves now.

As in the last winter, the authority needs two gigawatts (GW) of reserve capacities to manage tricky situations and has secured pledges for half of this.

BDEW stressed that, regardless of the short-term, its proposal stretched up to 2020 or 2022, when the last nuclear power station is meant to be closed permanently.

"It is evident that there is a special situation to cope with the medium term perspective up to 2020, 2022. Our demand for a strategic reserve addresses this situation," it said.

BDEW also said its proposal could serve as a long-term solution after 2022 when it could be converted into a cross-border system in a more harmonized European energy market.

Jobless claims drop to lowest in 2 months

New claims for unemployment benefits dropped sharply in the latest week, raising hopes for the state of the job market.

The Labor Department reported Thursday that jobless claims fell 26,000 to a seasonally-adjusted 359,000, the lowest since July. The four-week moving average, which smooths out wrinkles in the data,?dropped 4,500 to 374,000.

Economists polled by Reuters had forecast claims falling to 378,000 last week. A Labor Department official said there were no special factors influencing the report and no states had been estimated.

The labor market has been mired in weakness as worries about higher taxes and deep government spending cuts in January, the ongoing debt problems in Europe and slowing global growth lead employers to be cautious about ramping up hiring.

Sluggish job gains and stubbornly high unemployment spurred the Federal Reserve this month into launching a third round of bond purchases to drive down already low interest rates.

The U.S. central bank vowed to buy $40 billion worth of mortgage-backed securities each month until it sees a sustained upturn in the labor market.

The unemployment rate has been stuck above 8 percent for more than three years, the first time this has happened since the Great Depression, a hurdle for President Barack Obama's quest for a second term in office.

The claims report showed the number of people still receiving benefits under regular state programs after an initial week of aid fell 4,000 to 3.27 million in the week ended September 15.

The so-called continuing data covered the week for the household survey from which the unemployment rate is derived.

In a separate report,?the Labor Department said the economy likely created 386,000 more jobs in the 12 months through March than previously estimated.

Once a year, the department compares its non-farm payroll data, based on monthly surveys of a sample of employers, with a much more complete database of unemployment insurance tax reports.

It said its latest comparison suggests the level of employment in March was 0.3 percent higher than it had previously stated.

A final benchmark revision will be released in February along with the department's report on employment in January. Government statisticians will use the final benchmark count to revise payroll data for months both prior to and after March.

A breakdown by industry sector showed 453,000 more total private sector jobs were created than initially thought, including 145,000 more jobs in the trade, transportation, and utilities category, plus 85,000 more in construction.

In contrast, the benchmark revision lowered the estimate for job creation in the government sector by 65,000, while it found that 25,000 fewer manufacturing jobs had been generated over the 12 month period than previously thought.

Foreclosure rates in Fresno fell in July over the same period last year, according to newly released data from CoreLogic. Fresno area foreclosures in the month stood at 2.53 percent among outstanding mortgage loans compared with 2.90 percent in July 2011, marking 11 consecutive months of declines. That also beat the national foreclosure rate, which fell from 3.46 percent to 3.25 percent over the year but not California's foreclosure rate, which fell from 2.61 percent to 2.17 percent. The mortgage delinquency rate in Fresno also decreased, with 6.49 percent of mortgage loans more than 90 days delinquent in July compared with 8.36 percent last year. The national delinquency rate stood at 6.71 percent in July compared with 7.23 percent last year while California's rate fell 7.81 percent to 5.82 percent. Fresno's foreclosure rate in June was 2.57 percent while it's delinquency rate was 6.49 percent.

Breast cancer gets genetic profile

Data may help improve treatment

One of the most complete portraits of breast cancer yet painted may inspire some new treatment options.

Doctors and researchers have long classified breast cancer into four different types. But those sketches contain information about only one aspect of tumors and do not show all facets of the cancer?s molecular personality, including mutations, protein production and levels of genetic activity. Now, an international consortium of researchers known as the Cancer Genome Atlas Network has combined many different types of data to fill in the picture, including the mutations that probably sparked tumor formation in the first place. The molecular portraits were published online September 23 in Nature.

Breast cancers are usually categorized by which genes are highly active. Tumors with an overactive estrogen receptor gene are known as ER-positive and fall into two groups: the easier-to-treat luminal A group and a more aggressive luminal B group. Another category is based on the activity of the HER2 gene.

The fourth category, basal-like tumors, sometimes called triple-negative tumors, is different from the rest. This type of breast cancer is aggressive, tends to strike younger women, African-Americans and women with a family history of the disease. It is also associated with mutations in the BRCA1 gene, which are associated with a greatly increased risk of breast cancer.

Knowing a tumor?s category has helped doctors advise patients about treatments, but ?hasn?t offered information about the underlying cause of the disease, says Matthew Ellis, an oncologist and molecular biologist at Washington University School of Medicine in St. Louis. Ellis was one of hundreds of coauthors of the paper.

Information from the new study shows that basal-like breast cancer strongly resembles a type of ovarian tumor called serous ovarian cancer.

?This is what we hoped to find,? says Philip Bernard, a genomics researcher at Huntsman Cancer Institute at the University of Utah, who was not involved in the study. ?It was expected?but it still needed to be confirmed.?

So women with these basal-like tumors may benefit from chemotherapy regimens like those given to patients with ovarian cancer, Ellis says. He expects fierce debate and probably some clinical trials to test that conclusion.

In the three other types of breast cancer, a series of biochemical reactions known as the PI3 kinase pathway is overstimulated because of mutations in genes involved at different steps of the process. Some drugs that target specific mutations in genes involved in the PI3 kinase pathway are already being tested against other types of cancer and might be appropriate for some women with breast cancer, the study results suggest.

Ellis professes to worrying that ?chaos will ensue unless we get ourselves organized? and decide how best to test drugs developed for other types of cancer in patients with breast cancer. Insurance companies generally will not pay for such off-label use of cancer drugs.

The new study also uncovered new mutations not previously associated with breast cancer. Drugs might be developed to combat some of those newly discovered molecular changes, Ellis says.

Obama: U.S. will "do what we must" to curb Iran nuclear bid

UNITED NATIONS (Reuters) - President Barack Obama warned Iran on Tuesday the United States will "do what we must" to prevent it from acquiring a nuclear weapon and said time was running short for diplomacy but ignored the Israeli prime minister's demand to set a "red line" for Tehran.

Taking the podium at the United Nations six weeks before the U.S. presidential election, Obama sought to counter criticism of his foreign record by Republican rival Mitt Romney, who has accused him of mishandling the Arab Spring uprisings, damaging ties with Israel and not being tough enough on Iran.

Obama also challenged world leaders to stand united against anti-American violence that has swept many Muslim countries in recent weeks and to promote tolerance amid anger over a crudely made video that offended Islam.

Seeking to step up pressure on Iran, Obama told the U.N. General Assembly that there was still scope for reaching a diplomatic solution but that "time is not unlimited."

His tough talk appeared aimed at easing Israeli Prime Minister Benjamin Netanyahu's concerns about U.S. resolve to curb Tehran's nuclear drive, as he reasserted before the world body that he would never let Iran develop an atomic bomb and then simply contain the problem.

But even though Obama brought his warning for Iran to the forefront of the international stage this time, it was unclear whether that would be enough to placate Netanyahu, who has had a notoriously testy relationship with the president.

Obama stopped short of setting a specific "redline" that Iran must not cross if it is to avoid military action - something Netanyahu has openly demanded for weeks. Other than a few new rhetorical touches, the president did not appear to go further than he has in the past.

"A nuclear-armed Iran is not a challenge that can be contained," he said. "It would threaten the elimination of Israel, the security of Gulf nations and the stability of the global economy."

"The United States will do what we must to prevent Iran from obtaining a nuclear weapon."

The unusually public dispute between the United States and Israel - the worst rift in decades - has been exacerbated by Obama's decision not to meet with Netanyahu on his U.S. visit later this week, a move that risks alienating some pro-Israel voters.

Romney has attempted to exploit the situation politically, accusing Obama in the past of "throwing Israel under the bus."

Though both governments have sought to calm the situation in recent days, Obama signaled resentment at Netanyahu's tactics when, in an interview on CBS's "60 Minutes" program broadcast on Sunday, he said he would ignore "noise that's out there."

There was no immediate reaction to Obama's comments from Israeli leaders, who maintained near-total total silence as the country closed down for the holiest Jewish day of the year, Yom Kippur.

Netanyahu, who will address the General Assembly on Thursday, has indicated impatience over Obama's entreaties to hold off on attacking Iran's nuclear sites to give sanctions and diplomacy more time to work.

BAN OPPOSES THREATS

In an apparent allusion to comments by U.S., Israeli and Iranian officials, U.N. Secretary-General Ban Ki-moon opened the annual General Assembly by warning states against threatening one another with "devastating" attacks.

U.S. officials have repeatedly said that all options are on the table against Iran - code for a possible military strike - while Netanyahu has called for a U.S. ultimatum to Iran. But Obama did not repeat that line in his speech.

On Monday, Iranian President Mahmoud Ahmadinejad said Israel has no roots in the Middle East and would be "eliminated." The White House dismissed his comments as "disgusting."

Without naming Ahmadinejad, Obama took a veiled swipe at him on Tuesday, saying the world must "leave behind" those who deny the Holocaust or reject Israel's right to exist.

Obama's early overtures to Iran were rejected, and the expansion of its nuclear program, which it says is purely peaceful, has created tension between Washington and Israel. Israel sees a nuclear-armed Iran as a threat to its existence.

Obama also sought to reassure U.S. voters that he is doing everything he can to head off any more violence like the recent September 11 attack in Libya that killed the U.S. ambassador and three of his colleagues.

A wave of Muslim rage over an anti-Islam video made in California has swept the Middle East, North Africa and South Asia. Americans were stunned by images of U.S. flags again burning in the Muslim world, the focus of intense personal diplomacy by the president at the start of his term.

"The attacks of the last two weeks are not simply an assault on America. They are also an assault on the very ideals upon which the United Nations was founded," Obama told the assembled world leaders.

This eruption of violence has confronted Obama with the worst setback yet in his efforts to keep the Arab Spring revolutions from turning against the United States - and has demonstrated that he has few easy options.

In his speech, he faced the delicate task of articulating U.S. distaste for insults to any religion while at the same time insisting there is no excuse for a violent reaction - a distinction rejected by many Muslims.

The crisis has exposed a deep divide over the issues of free speech and blasphemy at a time when Islamist forces are in the political ascendancy in the Middle East after several veteran dictators were ousted.

"There is no speech that justifies mindless violence," Obama said. His audience listened mostly in polite silence, offering only a smattering of applause, but he drew laughter when he said that people say "awful things" about him every day and he accepts it.

Obama defended his approach to the Arab Spring but offered no detailed solutions to an array of crises that threaten to chip away at a foreign policy record that his aides hoped would be immune from Republican attack during the run-up to Election Day.

He also had harsh words for Syrian President Bashar al-Assad, saying his regime "must come to an end," a reminder of Assad's defiance of international calls for him to end a bloody 18-month crackdown and step aside.

And Obama renewed his call for Israeli-Palestinian peace talks - something he promised to make a priority when he took office but which he has failed to advance.

ELECTION THE PRIORITY

With campaign pressures building in a close race, Obama's final turn on the world stage before facing voters on November 6 left little doubt about his immediate priorities.

He skipped the customary one-on-one meetings with foreign counterparts but went ahead with the taping of a campaign-style appearance on the popular television talk-show "The View" - a trade-off that drew Republican criticism.

Obama was in and out of New York in 24 hours and off to the election battleground state of Ohio on Wednesday.

Despite Obama's international woes, administration officials are heartened by Romney's own recent foreign policy stumbles and doubt that the president's critics will gain traction in a campaign that remains focused mainly on the U.S. economy.

In addition, the White House never tires of touting the killing of Osama bin Laden and the ending of the Iraq war as Obama's foreign policy accomplishments - points that the president made in his speech.

Nevertheless, the unsettled climate surrounding Obama's U.N. visit was a stark reminder that the heady optimism that greeted him when he took office, and when he was awarded the Nobel Peace Prize within months, has now cooled.

Twin suicide blasts strike Syrian army; 4 killed

DAMASCUS, Syria (AP) ? Two suicide car bombers struck Syria's army command headquarters Wednesday in Damascus, killing four guards and engulfing a key symbol of President Bashar Assad's embattled regime in flames, state media and witnesses said.

The twin blasts were followed by several hours of gunbattles between rebel fighters and regime forces in downtown Damascus. A reporter for an Iranian TV channel was killed by gunfire near the clashes, and a correspondent for another Iranian station was wounded.

The brazen rebel attacks in the heart of the Syrian capital highlighted their determination to bring down Assad as the country's civil war intensifies. It was the second day of bombings to shake the capital.

A Damascus school that activists said was being used by regime forces as a security headquarters also was bombed on Tuesday, wounding several people.

Near Damascus, two activist groups monitoring casualties said several dozen bodies were found Wednesday in a single location.

Syria's unrest began in March 2011 when protests calling for political change met a violent government crackdown. Many in the opposition have since taken up arms, and activists say the fighting has killed nearly 30,000 people.

Over the past few months, the rebels have increasingly targeted security sites and symbols of regime power in a bid to turn the tide in the fighting.

The rebels' Free Syrian Army claimed responsibility for Wednesday's bombings.

The blasts went off about 10 minutes apart, starting around 7 a.m., near the landmark Omayyad Square, and were heard several miles (kilometers) away.

Syrian state TV aired what it said was security camera footage of the blasts. In the first, a white van is driving on the road outside the military headquarters, then veers to the right and explodes. The second blast goes off inside the compound, with flames rising from behind trees.

Later, the army command building is seen engulfed in flames that sent huge columns of thick black smoke over Damascus for several hours.

The explosions shattered the windows of the Dama Rose hotel and other nearby buildings, as well as windshields of parked cars. Footage by another state-run TV channel, Ikhbariya, showed heavy damage inside the compound, with glass shards scattered across the floor and broken ceiling tiles.

The blasts caused fear among residents of a nearby upscale district, which has largely been sheltered from the violence that plagues other parts of the city.

"What if a random bullet killed one of my kids?" Nada, a 42-year-old mother of three who only gave her first name out of security concerns, said, crying over the telephone. The windows of her apartment were shattered and her furniture was damaged. "I only care about my children and I'm afraid of the gunfire," she added.

Gaith, 63, a retired civil servant who also just gave one name for the same reason, said he rushed to lock the gate of his building to keep rebels from hiding inside. "I don't want my place to collapse on my head," he said.

A Syrian army statement said "terrorists" ? a term the regime routinely uses for the rebels ? in the area simultaneously opened fire randomly to scare people, adding that authorities were pursuing the gunmen.

Witnesses said the explosions were followed by heavy gunfire that stretched on for hours near Omayyad Square and around the military compound. One witness reported seeing panicked soldiers shooting in the air randomly as they ran.

A group of army soldiers standing outside the buildings shouted pro Assad slogans, including: "Shabiha, forever, for your eyes, Oh Assad!" in reference to pro-regime militiamen.

Information Minister Omran Zoubi played down the rebels' ability to strike the nerve center of the Assad regime's battle for survival.

"Everything is normal," he told Syrian TV, which is near the army command center, in a phone call. "There was a terrorist act, perhaps near a significant location, yes, this is true, but they failed as usual to achieve their goals."

Zoubi initially insisted there were no casualties. However, Syrian state TV later reported four army guards were killed and 14 people were wounded, including civilians and military personnel.

The Iranian English language Press TV said one of its correspondents, 33-year-old Maya Nasser, a Syrian national, died in an exchange of fire in the area following the blasts. Another journalist working for Iranian Al-Alam TV was wounded, according to the station.

Press TV said Nasser was shot and killed by a rebel sniper while reporting on air. The station's newsroom director Hamid Reza Emadi blamed Turkey, Saudi Arabia and Qatar because they "provide weapons and militants to kill civilians, military personnel and journalists."

Iran is a supporter of the Syrian regime, while Turkey, Saudi Arabia and Qatar back the rebels.

Damascus, the stronghold of the regime, has been targeted repeatedly by the rebels. Previous bombings raised concerns that the al-Qaida terror network is becoming increasingly active in Syria. Jebhat al-Nusra, an extremist Syrian group, claimed responsibility for many of them.

On July 18, rebels detonated a bomb inside a high-level crisis meeting in Damascus that killed four top regime officials, including Assad's brother-in-law and the defense minister. Other large blasts have targeted the headquarters of security agencies in the capital, killing scores of people this year.

In other developments Wednesday, two activist groups monitoring casualties said dozens of bodies were found in a southern Damascus suburb. The reports could not be independently confirmed because of strict restrictions on foreign media.

The Britain-based Syrian Observatory for Human Rights said 40 bodies, including some of women and children, were found in the suburb of Thiyabiyeh. Rami Abdul-Rahman, the head of the Observatory, said he did not have details about how the victims were killed.

Another group of activists, the Local Coordination Committees, said 107 bodies were found, including women and children killed execution-style. It said the dead included nine members of the Al-Rifaie family whose throats were slit.

An amateur video, which could not be verified, showed the bodies of 18 men lined up on the floor of a room, some of them with marks of deep wounds.

Twitter is a cool platform ? everyone who follows me here on BadRedheadMedia or my author account, RachelintheOC, knows how valuable I think it is as a free marketing tool ? when used correctly (read: not spammy).

From a metadata perspective, yes ? having a fair amount of followers is important overall (face it: if people have more followers, you?re more inclined to follow them, right? To an extent, that is for the most part true, yet not always. The subject of a future post for sure.).

Here are my top tips to help your profile stand out:

1.?Avatar: Your picture or logo (if you?re a business) is critical to get people to notice you. So, how do we do that? If using a photo, make sure it?s hi-resolution. Why? Because it will look blurry and/or pixelated when enlarged, which is just weird. If you didn?t take it hi-res, there are apps that allow you to play with it.

If you use a logo, be sure it?s something that stands out against your background (more on that in a moment).

2.?Bio information: This is super important, because what you write here will be what?s seen EVERYWHERE. You have 160 spaces for your profile, so make them count. I suggest using a few keywords that represent your brand ? i.e., genre, interests, business or service, and using hashtags (#) with them. Why? This makes it a hot link (this one goes to #snark) to Search ? important for you to have more visibility in Twitter?s internal search engine.

Also, this is how you show up on Google. Do you need me to tell you how important that is?

3.?Background: Don?t stick with the plain blue with clouds background that Twitter sets by default. It screams ?Newbie!? as well as ?Lazy!? Go to up to Menu, Settings, Design, and choose another premade background OR click on Themeleon, a cool free option for with thousands of backgrounds to choose from.

You also have the option of hiring someone to create a personalized background. My graphic artist created mine from artwork designed originally for my book covers, so for me there was very little additional cost involved.

4.?New Header Option: Released on Tuesday, 9/18, this new header option is pretty darn cool. If you?re using a header for your Facebook timeline, now you can use the same one for your Twitter header. Very cool.

5.?Links: You have room for two, not one, two URLs on your profile. How? Obviously where it says Website but also in your Bio! Remember though, you still have only 160 spaces. So I recommend shortening one or both links with bit.ly so you can not only customize your links (see my example below), but also track clicks. Genius.

6.?Color Story: Important and often overlooked. Color is what attracts the eye. It?s a fortunate coincidence that my hair is red and my eyes are green ? both colors that draw the eye in. Any saturated color is useful for your profile picture. Those that are plain, white, grey or black don?t stand out. Add a burst of color and you?ll be surprised how it increases interaction. Also, use the same colors anywhere you?re online. Color is part of your branding.

Apple's Cost Rises Slightly for iPhone 5

Some important components used to build Apple Inc.'s iPhone 5 cost a little more than those of the phone's predecessor, owing to an improved display and a more-advanced main processor chip.

Yet Apple was able to take advantage of lower costs on other components and kept its overall component expenses just slightly higher.

That was the conclusion of an analysis conducted by the research firm IHS on Friday.

The firm estimated the combined cost of the components for the iPhone 5, what is known as a bill of materials, at $197, or only $9 more than for the iPhone 4S. ...

Unlike regular mobile networks, virtual operators -- or MVNOs -- have none of those expensive cellular infrastructures to worry about. Newcomer, Solavei, (which rides atop T-Mobile) is using this freedom to focus in on its business model. Just out of beta, the provider is offering unlimited voice, text and data for $49 per month, or free. Free? Well, if you're silver-tongued enough to talk friends and family into signing up, too, you'll get $20 kickback a month for every three -- or "trio" as the marketing calls it -- that you convince. There are other bonuses and chances to earn money -- all obviously aimed at spreading the network's audience, and offsetting the lower overheads. You can also use your own unlocked phone, or buy one of the three that Solavei currently offers (HTC One X, Wildfire S and ZTE Origin). This isn't the first time we've seen such philanthropic approaches, and it might smack a little bit of MLM, but if your after an all-you-can eat mobile deal, and have a large group of friends, this could be a nice little earner. Still not sold? Perhaps the feel-good corporate video after the break will switch that up.
